Plants of significant nuisance to air quality are the so-called point sources of pollution emission in included all organizational units specified by the Minister of Environment Protection and Natural Resources on the basis of the amount of fees paid in 1986 for an annual emission of air pollutants according to rates specified in the Regulation of the Council of Ministers of 13 January 1986 on fees for economic use of the environment and introduction of changes (Journal of Laws No. 7 item 40, with later amendments). Thus, a fixed set of reporting units (plants) is maintained annually, which enables to preserve continuity and comparability of research results. The set may be enlarged only in particular cases e.g. newly launched entities or expanded entities of a high threshold pollution emission.
