Nomenclature of territorial units in Polish Statistics (NTS) was prepared based on european
Nomenclature of Territorial Units of Statistics (NUTS)
- Decree of the Council of Ministers dated 13 July 2000 (Journal of Laws No 58, pos.685) and 2001 year (No 12, pos.101).
NUTS nomenclature is used in collection, harmonization, and data release of statistics of regional countries in EU. It is a basis for development of regional economical accounts, regional agriculture statistics and other domains of regional statistics.
NUTS nomenclature is used for creating regional politics of EU countries and is indispensable for analyses of social and economical development level in regions in terms of regional differences, and for devising regional development programs.
NTS divides Poland into hierarchically connected territorial units on 5 level, of which 3 are characterized as regional levels, and 2 as local ones.
Regional level covers:
- Level 1 - region area [on 1 May 2004, 6 regions were created; they cover several (2 to 4) voivodships]
- Level 2 - voivodships,
- Level 3 - subregions *) (powiats groups).
Local level covers:
- Level 4 - powiats,
- Level 5 - gminas.
Levels 2, 4 and 5 are compliant to territorial division of Poland.
The grouping structure in NTS, their symbols and notation, is based on identifiers and territorial division unit names system which is part of TERYT - National Official Register of Territorial Division.
*) Decree of the Council of Ministers dated 14 March 2002 (Journal of Laws No 34, pos.311) introduced change
in the nomenclature of territorial units for statistical purposes by extending the number of subregions (NTS 3),
effective from 19 April 2002, from 44 up to 45 units.
Decree of the Council of Ministers dated 14 November 2007 (Journal of Laws No 214, pos.1573) introduced change
in the nomenclature of territorial units for statistical purposes by extending the number of subregions (NTS 3),
effective from 1 January 2008, from 45 up to 66 units.
Decree of the Council of Ministers dated 31 November 2014 (Journal of Laws, pos.1992) introduced change in the nomenclature of territorial units for statistical purposes by extending the number of subregions (NTS 3), effective from 1 January 2015, from 66 up to 72 units
(subregions, subregions and powiats).
As of 1 January 2015 in Poland there were: 6 units at NTS level 1 (regions), 16 units at NTS 2 level (voivodships), 72 units at NTS 3 level (subregions), 380 units at NTS 4 level (314 powiats and 66 cities with powiat status, 2478 at NTS 5 level (304 urban gminas including 66 cities with powiat status, 611 urban-rural gminas, 1563 rural gminas), 18 quarters of Warszawa and 19 representations of four cities: Łódź, Kraków, Poznań, Wrocław.
As of 1 January 2016 in Poland there are: 6 units at NTS level 1 (regions), 16 units at NTS 2 level (voivodships), 72 units at NTS 3 level (subregions), 380 units at NTS 4 level (314 powiats and 66 cities with powiat status, 2478 at NTS 5 level (303 urban gminas including 66 cities with powiat status, 616 urban-rural gminas, 1559 rural gminas), 18 quarters of Warszawa and 19 representations of four cities: Łódź, Kraków, Poznań, Wrocław.
