  • Group description
    Social assistance at domicile refers to the assistance given to the population in their place of residence by social welfare centre. Estimates are based on the Central Collection of the National Social Assistance Monitoring System, managed by the Ministry of Family, Labour and Social Policy, and contains information on benefits and beneficiaries - households and their members as well as homeless people. The dataset includes information collected during a community interview conducted by the workers of local social welfare centres. In all sub-groups of the social assistance at domicile, the basic cross-section was adopted: below income criterion and above income criterion. The population below income criterion means that the income per person in family or the income per single person is not higher than the criterion for providing benefit in cash set out in the Act on Social Assistance. This criterion in the years 2008 - 2011 and until 30 September 2012 was PLN 351 per person in the family, and PLN 477 per person persons living alone and on his own. From 1 October 2012 to 30 September 2015, the criterion was 456 PLN and 542 PLN respectively, and from October 1, 2015, PLN 514 and PLN 634 accordingly. From 1 October 2018 to 31 December 2021, the criterion was 528 PLN and 701 PLN respectively. Since January 1, 2022, the income criterion amount is PLN 776 for a single household, and PLN 600 for a family member. The criterion of higher income applies to benefits provided free of charge as the part of the "Meal at school and at home" Operational Program and in accordance with the rules of payment for care services established by local government. Due to rounding of data estimated at the municipal level, in some cases the sums of subtotals may differ from the figures given in "total".
  • Subgroup description
    The data includes the actual number of households which in a given year benefited from social welfare benefits. Each household was included only once, regardless of the type and number of benefits received and regardless of whether one or more people received the benefit in a multi-person household. A household that benefits from social welfare benefits is one that has received monetary benefits, non-monetary benefits or in the form of services through a social welfare center in accordance with the Law on Social Assistance, dated 12 March 2004 (Journal of Laws 2020 item 1876), as amended d. (uniform text D.U. of June 29, 2016, item 930). The condition for granting the assistance is the occurrence of one of the problems listed in Article 7 of the Act. In the case of monetary benefits, the basic condition for granting them is the income criterion.
