  • Category description
    Both the census of population and housing, and the agricultural census, are obligatory surveys, conducted pursuant to Act of censuses. At the same time, they are largest statistical undertakings implemented not only in Poland and globally. The implementation of such projects requires full mobilisation on the part citizens and the State. Censuses constitute important moments in the life of nation, as when the State asks its citizens “how many of us are there?”, “who are we?” or “how do we live?”, as well as enquires about major information related to the functioning of society. According to international organisations, censuses belong to the greatest organisational undertakings which mobilise whole nations in times of peace. They should be governed by the idea of professional achievement, which significance to the way citizens perceive their state.
  • Group description
    The 2021 census covered the persons living permanently (registered for permanent residence) in Poland, regardless of the fact whether these persons were staying in the country during the census were abroad, as well as persons staying temporarily in the country. Census covered buildings, dwellings and collective living quarters, as well as other inhabited premises which are not dwellings. As of 31 March 2021. The presented results cover the population in accordance with the national definition and the international definition of residence (usual residence population-residents). According to the national definition of residence in this category includes permanent residents of Poland, including persons who are temporarily abroad (regardless of the period of their stay), but have maintained permanent residence in Poland; immigrants temporarily staying in Poland are not included. The international category (residents) includes all persons living or intending to live in a given unit for at least 1 year. This means that the number of residents of gmina includes permanent residents (people registered there or permanently residing without being registered), except for those residents who left for a period of at least 12 months to another place in the country or abroad; people who came from another place in the country or from abroad (immigrants without a permanent residence card) for a period of at least 12 months. The definitions of economic activity of the population recommended by the United Nations Economic Commission for Europe (UNECE) and the European Statistical Office (Eurostat) were applied to the census. In accordance with these recommendations, the survey objective was the fact of performing/having a job during the reference week (in Poland it was the week directly preceding the census critical moment, i.e. the period from 25 March to 31 March 2021) or the fact of seeking a job and availability to take up work. The applied principle of specifying the categories ensures that each person will be ranked among only one of the three categories: the employed, the unemployed and economically inactive persons (the actual not formal-legal labour market status of surveyed persons). Due to the fact that it was not possible in the census to determine economic activity of all persons, an additional category “undetermined labour market status of persons” was included in the census results. Economically active population includes all persons who are considered as employed or unemployed in accordance with the definitions presented below.
  • Subgroup description
    Employment rate is calculated as the percentage share of the number of employed persons in the number of population (total or in a given group). When calculating employment rate, persons for whom economic activity was not determined are not included in a denominator. The value of activity rate for a given period informs about the number of employed persons per each 100 persons in a given per (specified, e.g. by sex, age or place of residence). Working age - for men group of the age 18-64 years, for women - 18-59 years.
